Tony holds a Bachelor of Science degree in Accounting from Drexel University in Philadelphia, Pennsylvania, a Masters of Business Administration in Finance and a Masters of Business Taxation degree from the University of Southern California in Los Angeles. He has been a Certified Public Accountant in the State of California since 1965 and maintains memberships in the American Institute of Certified Public Accountants and the California Society of Certified Public Accountants.
Prior to becoming a partner in Phillips & Company in 1972, Tony served as vice president of finance for SciChemCo (national manufacturer and distributor of laboratory supplies, industrial chemicals and clinical equipment), assistant treasurer for International Industries, Inc. (franchisor of 16 businesses with locations throughout the United States) and controller for House of Fabrics, Inc. He is also founder (1979) and president of Downstream Exchange Company, an accommodator of Delayed Tax Deferred Exchanges.

Mr. Cheng leads a team of distinguished attorneys in Los Angeles, California. Mr. Cheng has extensive experience in small to large business operations and commercial realty transactions. Special Assistant to LA County Assessor Rick Auerbach
Carol Wong Quan was appointed Special Assistant to Los Angeles County Assessor Rick Auerbach in 2001. She was named by Assessor Auerbach to help with community outreach programs, resolve citizen inquires and represent the Assesssor at government meetings and in public hearings. Carol Quan first joined the Assessor's office in 1986 as an appraiser trainee and has risen through the ranks in assignments ranging from property valuations to special investigations.
Mrs. Quan holds a Bachelor of Arts in Political Science and a Certificate in Business Administration from the University of California at Los Angeles.
